SLOW, AND TASKBAR WON'T WORK

My Windows XP is moving VERY slow. It won't connect to the internet. Also
worst of all, the taskbar won't work. When I move my mouse over the taskbar
the cursor turns into an hourglass and I can't perform any function.

I'm pretty sure that it isn't a virus. I have Norton and it didn't detect
anything.

Any help?
