SlipStreaming Security Patches

I want to know is it possible to slipstream all the
security patches for windows XP and IE and make a new
bootable CD.

I know that it is possible for Service Packs.

Yes and no. You can slipstream security patches, or
most of them, into an install source image. You cannot
then make this a bootable install CD (and even if you
could manage to do so, it is not allowed by the license).
You are allowed to update a network shared install source
image in this way.
