Does slipstreaming KB912945 cause OOBE failure on an OEM installation?

I have included the newest Internet Explorer update KB912945 in my Microsoft
Windows XP Service Pack 2 Home Edition OEM installation files via
slipstreaming.

The first phase or text mode completed and rebooted. The second phase or gui
mode completed and the PC rebooted again. The computer automatically adjusted
the display resolution and attempted to start the OOBE wizard.

A dialog box appeared claiming a file had been downloaded and that "while
files from the Internet can be useful, some files can potentially harm your
computer. Do you want to open or save this file?"

Choosing either option, opening or saving, causes the computer to lock up
forcing a hard reboot of the system. It will then boot to the desktop and all
appears normal, but the User Accounts applet in control panel will not open.

This command, c:\windows\system32\oobe\msoobe.exe /a, when executed from a
run box returns the user to the file downloaded message. Choosing either to
open or save the actshell.htm file, both result in a large white empty dialog
box titled Activate Windows.

For now since there is no way to activate the installation, I will remove
KB912945 from the source files and do the installation again. KB912945 will
have to be installed post setup.
