What are you planning to do?

You can copy all the elements of a slide and paste them onto another slide
or you can save a slide as an image and insert it into another slide.

That'll depend on what you mean by "lays over".

This might do:

Open the presentation you want to import the slide from.
Put the presentation into Slide Sorter view.
Select and copy the slide you want to import.

Return to your other presentation
Make sure its in Normal view.
Go to the slide you want to import into, click on the slide then press Ctrl+V
or choose Edit, Paste.
