sleep awake does not show icons, only background

This is WinXP pro, with all updates applied. When the system display has
gone to sleep and a key is pressed, the background appears but no icons. The
only keys that work are ctl/alt/del. It then shows the icons and the task
manager window. After canceling the task manager window the system seems to
work properly. The system is protected by PCCilian and router firewall.
When I tried to do a repair install using the XP CD, it said the system was
a later version than the CD and did not want to run.
I hope someone has some idea how to eliminate the problem.

Though you might also have something so simple as a corrupt profile.
