Size of Windows

Is there a way to control the size of each window as it appears? For
example, when I open two copies of Internet Explorer they will both open at
full size but when I open a third copy it will open as a small window.

I have a similar problem in that lately all windows that I open are not full
size.

I have tried expanding them to full size (by dragging the corners) before
closing them on the assumption that the system opens the next window at the
same size as the last one. But this doesn't seem to work.

Is there a way to ensure that windows are opened full size by default.

The trick to this is that there can only be one explorer window open when
you change the setting. That is, close all windows, then open one.
resize it as desired, then close it.

Now, the setting should apply to all windows subsequently opened.
