What do you mean by maximum size? If you mean by making sure that the
browser itself is open all the way, you can't. The only time you have
control over a browser is when you use javascript to open a link in a new
window (and this part only works with javascript, not with the html target
target attribute of a typical link).
In addition to Mark's comments, users of IE7 can open the pop-up windows
as a new tab, which will be the same size as their normal browser.

And in addition to Mark and Ronx's information: the great majority of users
really dislike having their browser overtaken and resized by a site. It's
quite user-UNfriendly. For example, my monitor is much too large for a web
page to be maximized; it looks ridiculous.
