Site Linked GP not applied

The short of my problem is this. I have a default domain GPO and another
for SUS linked to my domain mydomain.hq.net. I created GPOs for each of our
sites, but these for some reason are stored at our parent domain hq.net and
are not taking effect. gpresult indicate the proper site memberships, but
indicates nothing about the site GPO being applied or ignored. I have
ensured blocking inheritance and override are unchecked on all GPOs. The
parent domain has no GPOs in effect and I have forced replication. Still
nothing.

The site policy only contains a proxy server setting, while the default
domain and SUS GPO's do not. If I understand GPOs correctly, then this proxy
setting should survive. We have no OU GPOs.

Any ideas would be appreciated,

Hey Rob,

If you used AD Sites and Services, went to the site, clicked Properties,
Group Policy, and created the policy from there, it should be linked to
that site in the Configuration container. It should then be applied to all
clients and servers in the site.

I would check the gPLink under the Site using ADSIEdit, you should see the
GUID for the GPO. If it is not there, it is not correctly linked.
