Site Index

I have two web sites. I noticed that one of them no longer has a "site
index" with all the other pages linking to it listed in the navigation view.
It now only has the index.htm file and I can't get the other associated web
pages to share a banner and links bar. How do I get the site index file
back? Thanks!
