How do allow one person to login only once at a particular time to the
Windows 2000 domain

In the Win2K Resource Kit you got a tool called
Con-Current Connection Limiter (cconnect.exe) that you can use. It allows
concurrent connection limitations to be set on a per-user or per-group
basis.
