Since installation of last update, scrolling is haywire

Since installation of Cumulative Security Update for
Internet Explorer 6 SP1 (KB824145) on 11/11/03, my scroll
bar goes double or triple page instead of single page.
Must use single line scroll to compensate. When will
Microsoft correct this in new update?

A bug in the Q824145 patch. Microsoft knows about it.
Click immediately under the slider in the scrollbar or drag the slider.
