IE6 Security Patch Causes Scrolling Problems?

Ever since Tuesday when I installed Cumulative Security
Update for Internet Explorer 6 SP1 (KB824145) and
Security Update for Windows XP (KB810217), scrolling in
IE browser windows does not work properly. If I click on
the scrollbar (to go down or up in the window), it "over-
scrolls", sending me to a much lower (or higher) place on
the page than was at the bottom of the window before.
This only occurs in IE6, not in Windows Explorer or any
other application.

Any thoughts as to why this is happening?

A bug in the Q824145 patch. Microsoft knows about it.
Click immediately under the indicator in the scrollbar or drag the
indicator.

Frank (or anyone else who knows)--

1) Any idea when we can expect a new patch that fixes the
overscrolling problem?

2) I have the same overscrolling problem in Outlook, when
reading e-mail messages. Does Microsoft know about this
as well?
