Simple way to resize pictures?

I'm looking for a simple way to resize (both file size and physical size)
some of my photos. I think that I once had access to this functionality
through a right click (provided by some utility) but I can't remember which
one. Is this possible?

For these sort of things I suggest the free Irfan View, from
www.irfanview.com which will, as well as viewing, handle
resize/resample, cropping, format changes and adjustments of color
quality in a very convenient way, and also printing
