Silly question re: main Help and Support page in XP

I'm talking about the one you get using the F1 key...

On my tablet, and my desktop for that matter, the "Did you know section"
always tells me that if my PC were connected to the Internet I'd get "timely
help and support information" etc. etc.

Well, both my tablet and my destop have Internet and have always had
Internet... so what's up with that? Do I need to turn that function "on"
somehow?

Try going to internet options..advanced tab..scroll down to HTTP 1.1
settings and uncheck "USE HTTP 1.1" and see if it helps.
