"Signing in to SIP Communications Services failed"

I get an error "Signing into SIP Communications Service failed because the
service is temporarily unavailable. Please try again later." This problem
appears to be with the my PC and not my credentials. If I use a different
PC to connect with the same credentials it works fine. Anyone has any ideas
what could be causing this?
