Signatures in Outlook 2003

In outlook 2003 the signature option is greyed out and unusable. Is there any
way around it? I've already tried;

* detect & repair
* changed normal.dot
* switched PC's - same effect
* unselected Word as the Email editor

Is this in a company environment? Has the company decided to use a company wide disclaimer instead of personal signatures?
