Shutting down

Hi all,

I`ve just installed a new 80 gig hard drive,now when I shut down my PC
it saves settings then comes up "its safe to turn of your PC" I`ve not seen
that
since I had Windows 98 on is there a start up setting that with reset this
so I can
shut down and walk off with having to hold in the power button for 15
seconds..
the system is ATX nothing had changed since I built the systen 18mths
ago,I`ve in
stalled my Windows XP home twice now and its never done this before.....
