Windows XP takes forever to shut down or for a user to
log off - any ideas on how to fix this?

Hi Steve,

This behaviour is normal if the system is configured to clear page file at
shutdown. Turn off this feature and test the behaviour.

Open Registry Editor (Click Start > Run > Regedit.exe)
Browse to: HKEY_LOCAL_MACHINE \ System \ CurrentControlSet \ Control \
Session Manager \ Memory Management
Set "ClearPageFileAtShutdown"=dword:00000000

If this does not help, you need to set AutoEndTasks to 1.
[HKEY_CURRENT_USER\Control Panel\Desktop]
"AutoEndTasks" =1
