Shutting down windows 2000 server versus rebooting

There has been some debate in our office lately on if shutting down the a
windows 2000 server and powering off is better than rebooting the server to
recoup resources from the operating system. Is one better than the other or
is it basically the same effect? Thanks.

Same effect but neither should be required.
