Shutting down (not)

FOr three weeks, I have had a new HP PC with Windows XP
Home installed (replacing an older unit with W98). On
several occasions, when I turn off the computer, I see a
message "Windows is shutting down...". HOWEVER, it does
not shut down. After waiting up to an hour, I have had
to turn off the power bar to shut down. It has always
started without difficulty the next time I need
it.????????
