Control Panel --> Power Options ---> APM

There should be an option to allow XP to shut the power during the Shutdown.
This usually occurs when the PC's BIOS does not fully support ACPI power
feature. There may be a BIOS update that helps to fix this but I can not
stated that there is one for sure. Each PC/motherboard is different!
