Shutdown user

I am trying to create a user that will be used in emergencies for a
datacenter when the network is down. Is there a way to create a user that as
soon as they login it shuts down the server? I know that I can do this with
AD through a script but in a disaster situation i.e. network goes down,
server on fire, what have you. I would like a after hours tech to not have to
worry about all of the shutdown procedures and have the server shutdown
"gracefully". This also gets away from having an extra administrator type
user out there. Thanks for any help.

There's a Shutdown vb script that you could use. When you
create this ad-hoc user account put that scrip to run. So
when he successfully logs in, the script will kick off and
shutdown the machine gracefully.
