Shutdown / Restart Problem Vista 64

Wondering if anyone else has this problem as well, or has any suggestions.
When I Shutdown or Restart Vista, I get the normal closing screen and
animation, and the screen goes black. The problem is that my machine never
shuts down or reboots, although my monitors do lose signal, so the video
cards seem to be shutting off. It seems that Vista doesn't send the kill
command to the rest of the system or something.

I have tested my system in Diagnostics Mode via msconfig, but the problem
still exists with all options disabled through there. However, when I boot
into Safe Mode, the system will shut down or restart without any problems.

In case someone needs it, here's my system specs...
CPU: AMD Athlon64 FX-57
MB: MSI K8N Diamond Plus nForce4 SLI 16X (All latest chipset drivers, other
drivers, and bios)
Sound: SB X-Fi Platinum (Latest Drivers)
Vid: 2x Geforce 7900 GT (SLI'd / or not makes no difference [Latest Drivers])
HD: 2x WD 150G Raptors RAID Striping through NVRAID (Latest Drivers)
RAM: 2Gig Corsair

I have all the latest drivers and updates that are available for everything.
I've tried unplugging all peripherals plugged in through USB or PS/2, and
still no luck.

This problem has been consistent since I did my clean Install of Vista
Ultimate 64-bit.

I am seeing the same problem here. I'm running Vista 64 Business (Volume
license edition).

Here's my setup (I'm using the default drivers that Vista x64 loaded, except
where noted):
MSI K8NGM2 Motherboard
AMD Athlon 64 Dual Core 3800+
1GB RAM (2x512 DDR in 128 bit mode)
NVidia NForce 4 Chipset
Using the integrated NVidia GeForce 6100 video
Using integrated RealTek sound (and I updated that driver from the
manufacturer's web site-WHQL certified driver)
HD: single Seagate ST316081 2AS (160 GB SATA II)
Monitor: Acer AL1916 (using Acer driver delivered via Windows Update)

I'm seeing the same thing: If I command a shutdown the system never shuts
down completely. However, a reboot works(!). I have set my power management
to the "Balanced" settings on the control panel.

When I log out at night, but leave the system on, when I attempt a login
again, the monitor displays garbage, however it is obvious the system is
accessing the drive. After ~10 minutes, the display is still garbage, so I
hit the reset button, and get the "Windows Did Not Successfully Shut down"
message, with menu options.
