Shutdown/Restart issue - power stays on

OK, so I have a gateway mx6445, that has vista ultimate 32 bit installed. All
was great at first...
Now, when trying to restart or shutdown, it will go through the whole
process fine, but when the screen goes black (when it would normally be off),
it is still powered on. Only way to get it to do anything is to hold the
power button to force a shut off.

I haven't made any big changes with it that could contribute to the new
problem. Just regular windows updates. I did read somewhere that someone with
a similar system was having the same problem, and it was their display driver
(ati radeon on an amd system). I installed new drivers from ati's site, and
still no change.

Anyone have any suggestions for me?

When you shut down your computer your monitor should go into power-saving
mode; that is the light on it changes from green to orange. But is stays on
as orange until you power off at the wall. Check your power saving settings.

My bad - forgot to specify that it's a laptop. When I say it stays on, the
light in the power button stays lit, as well as one of the led lights by the
mousepad (it looks to be some sort of wireless type indicator but I can turn
it off using the function key along with F2 or one of those - don't have the
laptop with me currently to verify...) The led, to try to describe it, looks
something like this: (((.))) but the . is actually a rather large circle in
the center.
