shutdown problem

Before re-installation of WinXP, my machine powered-off when I shut it down.
Now, when I execute the shutdown and eventually hear all activity cease (eg I
hear the access mechanism of the disk retract) the system unit and monitor
are left powered on and the monitor screen is black.

The motherboard is an ASUS SE440BX-2. I have tried different BIOS settings
for power as well as different settings in Control Panel/Power Options. Is
there a trouble shooting guide that will help me?
