Shutdown not correctly working

am using a dual boot system. Win98SE on C drive and WinXP Pro on a second
hard drive "D".

I also use a APC Back-UPS

The normal procedure when turning on the UPS to power the PC is a battery
check on the UPS is performed and then I press the start button on the PC to
have the PC boot.

When I shut down when using Win98SE and then go thru the start up procedure
the next time I want to use the PC all starts well.

However when I shutdown when using WInXP Pro and go to start up the next
time, the PC automatically starts when I turn on the UPS by passing the UPS
battery check and my need to press thr start button on the PC.

Observation is that Win XP Pro is not truly shutting down the PC.

Any suggestions are appreciated.

Issue resolved. I found the answer here:

Start Regedit and navigate to
HKEY_LOCAL_MACHINE\Software\Microsoft\Windows NT\CurrentVersion\Winlogon
Set the value of PowerDownAfterShutdown to 1.

If the value isn't present, add it by creating the string value
PowerDownAfterShutdown and setting the value to 1.
