Shutdown Issues

The computer is a Dell Dimension 3100. The computer will not shutdown. If
you Click Start; Shut Down; Turn Off the computer will not shut down it will
only restart. I spent 90 minutes on the phone with Dell and they said that
the only way I can fix it is by formating the drive and to reinstall Windows.


There has to be an easier way because I can't spend another 6 hours backing
up data and setting it up again to be funtional for business.
 
I tried all three of those links and none of them solved the issue. I am
still looking for the answer to solve my shutdown issues without having to
format my drive and start over.
