Shutdown dialog has changed to an older version. Why and How can I fix it?

I'm using XP MCE. When I click Start-->Turn off computer, I get a different
dialog window for my shutdown
options (Turn Off/Restart/Standby/Hibernate) -- it is possibly the one used
in Windows
ME (I can't remember). Below are links to what I get now and what I used to
(and
should still) get. I have done some logon tweaking with TweakUI and with
"control
userpasswords2" but nothing that I can imagine that would change that
feature.

Any help is appreciated.

1. Log on to the computer as an administrator.
2. Click Start, click Control Panel, and then click User Accounts.
3. Click Change the way users log on or off.
4. Select the Use the Welcome screen check box.
5. Quit the User Accounts tool.
