Shutdown Button Missing But Not in Safe Mode

XP Home machine runs miserably slow. When you try to restart, you will
notice the ShutDown button missing. So I reset the PC and Safe Mode runs
very fast with the shutdown button appearing okay.

Cannot find any discussion so far on this. Don't quote those MS KB articles
about using GPEDIT.MSC because it is not used in XP Home. Also, does not
matter what value you use in 'shutdownwithoutlogon' registry key.

START | RUN | Type 'regedit' (without quotes) & press ENTER.

Navigate to:

User Key:

HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer

All Users:


HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer

In the right pane:

Key Name: NoClose
Key Type DWORD
Value: 1 = Disable Shutdown, 0 = Enable Shutdown

Exit the registry editor

Please note: maybe the EXPLORER key won't exist, as by default it does not
