Shutdown and restart problems

I recently started having shutdown and restart problems:
i.e. the PC just freezes on blue screen. I've tried many
of the suggestions in the MS knowledge base and on
the "Windows Shutdown & Restart Center" website, but
nothing works. I have to manually turn the power on/off
or hit the restart button, but then I lose some of my
sound and other settings. Help!??
 
Does it happen in safe mode the same way? If not, it might be an
application that is doing this.
