ShutDown and Restart Buttons don't work

I have posted this before but can't find the original
posting.

I go to Start and Turn off Computer, the Turn off Computer
windows pops up with Standby - Turn off - Restart.

If I Select Turn off or Restart, nothing happens. The Pc
just stays running and the windows stays open?!?

I have been thorigh the usual shutdown diagnostics and the
relavent web sites that provide tips for solving this
problem howver this issue seems to be unique.

Can someone help me?

Thanks for the reply ... I've been to both these sites
previously.. neither of then describe my fault.

Basically the ShutDown and Restart buttons don't work!
They do absolutely nothing! I can click on them all day
and nothing happens, the PC doesn't freeze, doesn't
shutdown or restart, it just stays as it was and I can
just ciontinue to work on it as if nothing hads happened!

Does it mean a total reinstall of the software?

Andreas, I was able to correct a similar problem by doing a System Restore
back to a date when I had those buttons.
All data and settings were preserved, but programs added after that date had
to be reinstalled.
Add back the programs one at a time, since one of them may have caused your
problem.
