Shut off Layout tool

Is there some way to shut off the "layout tool" when working in
tables ? The feature I'm talking about is the cursor change to
the + arrowhead and the highlighting of the table borders in
green/blue.

This "feature" makes it very hard to select in tables. I tried
bring up the layout panel and shutting the tool off but it does
not seem to change the anything.

Click once in the table.

Tools Page Options General - unselect the Enable Layout tool
Then in any page - Tables Insert Table and select Disable Layout Tools and set as default for new Tables
