Layout Tables and site-wide construction

I'm thinking about upgrading to FP2003 for the Layout Tables. But I can find
nothing online that conviences me that you can have a default layout table
appear in all pages in a web site (kinda like a Shared Border control).

I'd like to use Layour Tables to control the global framing of every page
(i.e., one common table with "include" files for headers, footers, etc). Can
this be done, and how so (attached the themes, or some other global setting)?
And if, doable, what is the cheapest way to upgrade FP?

I think more than just the layout tables you're going to be looking at DWTs
(Dynamic Web Templates) which is a feature in FrontPage 2003. from what you
describe you want to do that'll be the ticket.
