How do I change the shut down window from pull down menu
to the 3 colored icons?

Start/Control Panel/Users/Change the Way users log on or off/Use Welcome
Screen and Use Fast User Switching.

Enable the Welcome Screen (Line 80)

Go to CONTROL PANEL - USER ACCOUNTS - CHANGE THE WAY
USERS LOGON / LOGOFF - turn on fast user switching
