Shut down takes up to 5 min

My CPU fan died, but in the mean time it takes almost 5 min for the computer to shut down. It alos seems to have slowed down programs such as Outlook Express and Explorer. Could the about to be replaced dead CPU fan be responsible for the delay in shutting down as well and the slower program opening? I run the PC for about 10 minutes because the CPU fan is dead, so I am sure I am not overheating the system.

My hunch is that with a dead CPU fan, you run the risk of burning it out
quicker than 10 minutes. Get the fan fixed.

I'm not a hardware expert, but maybe the CPU has "defense" measures when
overheated to slow down. Don't know.

But, get the fan fixed.

If you've been using your PC with a broken CPU fan, then you have probably
damaged your CPU.

Try running a car without oil or without coolant and see what happens.
