shut down do doesn't work after updgrading to win2k sp4

Any ideas how to fix this problem. Before it worked fine.
Only one way to turn it off is to unplug it ot turn the
main switch off.

Does the machine reboot properly in safe mode? If so, it might be something
other than SP4, if not ,unsintall SP4, turn off all third party services
including antivirus and reinstall SP4.
