Showing programs running in taskbar

icons for programs that are loaded when winXP starts do
not show in the lower right corner of the desktop where
the clock is located. The icons used to show. The problem
I have is that I can't turn off a program that
prevents "pop-ups" when I need to use a pop-up the start
a program. How do I fix the problem
