Showing only a destop theme and all icons hidden

My WinXp professional was working fine, until I have setup the Google
Earth, and found that, there is a Google Tool Bar on top of the Browser
Area, my PC go slow since then. When desiged to removed the tool bar,
has been answer a request from Google why removing it, reson given, and
the too bar has been removed. But, strange thing appears, after a while
or after reboot the PC, the screen shown only a background theme and
the mouse icon can move; it looks like the PC is now hang, and try to
restart several time by taping F8 to restart the PC to get the last
good setup. STILL THE SAME. The following few step has taken and cannot
get into the Control Panel.
1. Achieve to have the window of taping Ctrl+Alt+Del getting into the
"Window Security" and go for "Task Manager" Go for "Applications" to
get into C:\Windows\System\control.exe but the Control panel didn't
show up, (I try to go for Display to adjust the Display; trying to see
why all ICONs has been hidden).
2. Using "Task Manager" to install the original WinXp to the "R" setup,
and find the same problem; after the Win start up, the screen only have
the old Destop Scheme on, without any Icons. (Not even the START tool
bar?

I wish someone can help with instructions? Thanks very much.

It might no longer work seeing as it appears you've already tried a repair
installation but, what the heck...
