show new desktop alert not working

Whenever new mail arrives into my inbox in outlook 2003, the show new desktop
alert do not show up on my screen?

I am using Windows XP and Microsoft Office 2003, plus my email account is a
Hotmail account.

My settings seem to be ok and set as default. Has anyone had the same
problem and what is the best solution to solve this problem?
