Should I build WinPE from XP or Win2k3?

I have just obtained the latest WinPE, and see that a custom PE can be built
from either Win XP SP2 OR Win2k3 Server SP1 - can anyone advise which is
'best' or correct for a winpe image to be used to deploy XP?

Either will work. There are two advantages to using Windows Server 2003
SP1:

1. You get the network drivers that are included with Windows Server 2003
(more than what is in XP).
2. You can do a "RAM disk boot" (loading an ISO into memory and booting
from that), a feature not supported if you use XP SP2 source files.
