When I go to start then programs, and move my cursor over a program icon left
click mouse my drop down function list does not appear. I am trying to creat
a new shortcut for my desktop, how can I solve this drop down function..

Hi Tommy,
It is a Right click to get the Drop down List and select Open, Explore,
copy, paste, cut, Create Shortcut, Properties..etc.
So Left Click will not even open the program, because you are set to double
click to open a program, so try Right Button Mouse Click.

Rightclick a blank space on the desktop, then New/Shortcut. If you want it on
the start menu, drop it on.
 
If your right click menu is missing in the Start Menu...

XP Start Menu >>
Right click the Start button | Properties |
Start Menu tab | Customize button | Advanced tab |
Scroll down to and Check: Enable dragging and dropping |
Click OK | Click OK

Classic Start Menu >>
Right click the Start button | Properties |
Start Menu tab | Customize button |
Scroll down to and Check: Enable dragging and dropping |
Click OK | Click OK

Enable dragging and dropping

If Enable dragging and dropping is available on the Start Menu Properties,
there is no need to look at Group Policy or the registry or read any more of
this.

If Enable dragging and dropping is missing from Start Menu Properties.

Remove Drag-and-drop context menus on the Start Menu Policy...
[[Prevents users from using the drag-and-drop method to reorder or remove
items on the Start menu. Also, it removes context menus from the Start menu.

If you disable this setting or do not configure it, users can remove or
reorder Start menu items by dragging and dropping the item. They can display
context menus by right-clicking a Start menu item.

NoChangeStartMenu stores the setting of the Remove Drag-and-drop context
menus on the Start Menu Group Policy.

Enabling Remove Drag-and-drop context menus on the Start Menu from Group
Policy\User Configuration\Administrative Templates\Start Menu and Taskbar
sets NoChangeStartMenu to 1 in both of these keys...

HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\
Group Policy Objects\{AC0373D9-0009-4AAB-9430-3DAD3030B4B8}User\
Software\Microsoft\Windows\CurrentVersion\Policies\Explorer
and

and removes Enable dragging and dropping Start Menu Properties.

Setting Remove Drag-and-drop context menus on the Start Menu to Not
Configured from Group Policy\User Configuration\Administrative
Templates\Start Menu and Taskbar deletes both of these keys...

adds **del.NoChangeStartMenu with a nul value to this key...

Objects\{75214D18-2ACC-4340-84AE-F45BB59205EB}User\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer
and adds Enable dragging and dropping back to Start Menu Properties.

And yes, NoChangeStartMenu can also exist in

Explorer\StartMenu\Policy

Thanks to ALL who helped, my solution was to enable dragging and dropping
function in the advanced tab of Start Buton Properties...Many Thanks
