I am trying to figure out how, when installing a program
such as MS Money, that I can place a desktop shortcut to
that program on multiple user accounts' desktops.

For Windows XP, desktop and start menu items visible to all users are in
subdirectories of the

C:\Documents and Settings\All Users\

directory. To make a desktop icon that is visible to all users, place it in

C:\Documents and Settings\All Users\Desktop\

But keep in mind that one of two things will happen if a user tries to
modify or delete an icon that you have placed in this shared directory:

1. If the user has a "limited" account on your computer, she will not
be able to modify or remove this icon on her own desktop.

2. If the user has administrative-level permissions on your computer,
then removing or modifying this icon from her own desktop will also
affect this icon on all other users' desktops.

If these behaviors seem adverse to you, then you can give users personal
control over this shortcut by instead placing individual copies of the
shortcut in each of their Desktop directories. These will be located at

C:\Documents and Settings\<username>\Desktop\

for each individual <username>. Also place a copy of the shortcut in

C:\Documents and Settings\Default User\Desktop\

if you want a copy of the icon placed on the desktop of any new user
accounts you might create later on.
