Shortcuts Malfunctioning

I am still learning XP. I did something and not sure what
I did.
When I click or double click on a shortcut icon (whether
it is in quick launch or on the all programs menu or the
pin) the application doesn't launch. I checked the
properties and they are correct. BUT, if I right click on
the icon and click open, the app launches.

My office shortcut bar doesn't even launch. I am in a
complete quandry as to what I did.

Hi!
delete the corrupted shorcut icon make a fresh one by
copy -paste / or right click- create a shortcut.

That makes sense normally, but this happens on all
shortcuts, even those that are windows embedded. (i.e.,
when you go to administrative tools and try to click on
computer management or policies, nothing happens. but
when you right click and click on open, the app launches)

This happens with all "shortcuts", but if you click on
the executable, the app launches.
