I am upgrading from Win2K to WinXP. On my old Win2K system, when I
hover over any of the quick launch shortcuts, the "title" is diplayed.

I thought it was doing that on the WinXP machine, but it isn't now.
Maybe it never was.

Is there some parameter I need to set to get it to do that?

Windows Explorer/Tools/Folder Options/View - Show popup.....

Hmmm... I don't get it.

When I went back to test your suggestion, I discovered that the
pop-ups had returned before I did anything.

I went ahead and tested your suggestion anyway. I opened up a copy of
Explorer from the Taskbar quick launch list. Unchecking the pop-up
option had no effect on the icons on the quick launch list on the
Taskbar. They still had their pop-ups. However, it did kill the
pop-ups on the Start menu and on the desktop.

Interestingly, restoring the setting restored the pop-ups for the
Start menu items, but not for the desktop items.

So I still don't know how to turn the pop-ups on and off for the Quick
Launch items or the Desktop.

Is this like one of those adventure games where I need to find the
hidden key under a rock or rug someplace?

There's a flaw in XP where those balloons are intermittently hidden
behind the Taskbar. There's really no permanent solution. If you
slowly move the mouse down from above the icons, they'll open a little
higher and you can actually see a portion of them behind the Taskbar.

That makes more sense. The next time it happens, and if I remember,
I'll try that.
