Shortcut "Run as Administrator" Option

I want to ask what does the "Run as Aministrator" option do with the
shortcut acutally?

I was trying to make my Windows Explorer shortcut to remember the windows
size when I close the last windows. I try this option (Properties > Shortcut
Advanced...), and it works fortunately.

However the discription: "This option allows you to run the shortcut as an
administrator, while protecting your computer from unauthorized activity."
is quite misleading..... I wonder what is this mean, anybody has any idea
what acutally this option is ? (other than memorize the last windows' size)

Allows you to run an application that is not fully compliant with new
Security Priviledges in Vista with elevated priviledges. It still does not
defeat the purpose of UAC because you still probably have to grant the
application permission everytime you launch it.
