Shortcut problems

I can start my programs from windows explorer, but when I
create a desktop shortcut and try to start the program I
get
"Windows cannot access the specified device, path, or
file. You may not have the appropraite permissions to
access the item."

Any thoughts as to the solution?

Are you sure the shortcut is pointing where you think it is?
