Is there a way of preventing users from seeing the target location in a
desktop
shortcut.

no, but remember they will still need permissions to access the file
the shortcut is pointing to for it to work correctly as well, not sure
if there is a way to acheive a way to do what youw ant.

You couldn't for example, hide a folder on c: drive then allow access
to it with a shortcut on the users desktop.. they would get permission
denied.

Yes, there is a way to hide the target location.

The bad news...
I don't know how!
