Shipping Refilled HP56 and 57 Cartridges - Questions

Does anyone have any special advice on shipping HP56 (c6656) and
HP57(c6657) cartridges that I have refilled at home?

My father (who lives out of state) and I each have HP Deskjet 5550
printers. He is elderly, lives on a (very!) fixed income, and is not
capable of refilling and resetting the ink level on his cartridges. I
would like to ship him cartridges that I have refilled but have not
found any information on the web about any special precautions.

I do understand that one should not let the cartridge run dry, so can
he just put the almost empty cartridge in a zip-lock type bag and ship
it to me? Might it dry out or leak during shipping? I have not yet
refilled any of these cartridges (although I have refilled numerous
tanks for my Epson printers) and am most concerned about ink leaking
out of the cartridges during shipping.

Some of the refill companies offer clips (molded plastic part with foam
pad) that you can slip a cart into and seals off the printhead. Would
still ship in sealed plastic bag just for added insurance.
