Shell32.dll Ocupied by address range for system dll

I have installed windows xp pro sp3 and when opening various programs i get
the following message. the system dll. user32.dll was relocated in memory.
The application with not run properly. The relocation occurered because the
DLL C:\windows system32\shell32.dll occupied an address range reserved for
windows system dll. the vendor suppluing the dll should be contacted for a
new dll.
I have no idea who the vendor is. is this problem fixable or am i fubar.

What software is giving you the problem?

Looks like it's not XP compatible

Or otherwise Google around the *exact* text of the error message, which I
think should read: "The system DLL user32.dll was relocated in memory. The
application will not run properly. The relocation occurred because the DLL
C:\WINDOWS\system32\SHELL32.dll occupied an address range reserved for
Windows system DLLs. The vendor supplying the DLL should be contacted for a
new DLL."

I have the same problem, but I download fedora pack for windows XP, and all program when I start the same message appeared.
