dll error

I am having problems with an error message that keeps popping up. it
says "The system dll user32.dll was relocated to memory. the
application will not
run properly. The relocation occurred becasue the dll
C:\WINDOWS\system32\SHELL32.dll occupied an address range reserved
for
windows system DLLs. The vendor supplying the DLL should be contacted
for new
DLL."

Because I do not know alot about computers I do not know what it means
does anyone know anything that could help me?
